If Rmoney Needs More Votes, Can't He Just "Pull Up His Bootstraps" To Get Them?

I mean, if you're not well off financially, you just need to pull yourself up by your bootstraps. Right?

Well, doesn't that apply to getting votes just as much as it applies to getting money? Why doesn't Rmoney just pull the votes he needs up by his bootstraps?
