if someone requested an absentee ballot but then decided to vote in person then they would have to use a provisional ballot to ensure the didn't vote twice.

Which is what I would do instead of voting provisional.

if you opted to vote absentee but you didn't mail it in you vote provisional on election day. Somebody correct me if I am wrong.
