I was pretty damn impressed with that clip. As Rachel pointed out, he knew all the inflections, etc...not just a basic understanding, a full understanding.

but he doesn't quite have the vowels down. I don't know how he compares to Castro because I've never heard Julian speak Spanish.

Tom Perez is completely fluent, though you won't hear his accent much in Texas and the Southwest.

No es un logro grandioso. Una multitud de los estadounidenses hablan español. Algunos ni siquiera son latino ... como yo y Jeb Bush.

Si Rachel Maddow reveló Tim Kaine habla japonés, estaría impresionado.

(I'm well aware my Spanish is that of a C- college student.)
