Keep in mind, he said he hadn't decided how to vote on the actual agreement.

That said, I don't really buy Hillary being against TPP in the first place. She was instrumental in negotiating it.

Per reporter she told Kaine she's anti-TPP and Kaine needed to be anti-TPP as well if he was to be part of the team. He agreed.

He's the VP. Short of Hillary dying, he won't have any power besides a tie breaking role in the Senate. In the event that single constitutional duty arrives, he'd just do the bidding of the President anyway.
