Why did the intel community sit on the Russian hack intel for a year?

Wtf kind of intel could they glean off the hack and if I had my credit card or social security number on wikileaks I would be pissed

You know darn well there will be major changes in these Agencies after January. To many revolving door problems have popped up in recent years.
