Why when Trump changes his mind, it's a "shift", but

when a Democrat does it, it's called a "flip-flop"?

Don's entire statement in Mexico today sounded like one big flip flop!

by John Kerry if I'm not mistaken. Dems have not been good at 'framing' issues; repugs much better at it.
