Why is there not a Federal RICO investigation of Trump "University"?

It was obviously a scam set up across many state lines and in many locations.

Judge Curiel is already presiding over the civil RICO case in San Diego and the civil RICO case NY AG Scheinderman (sp?) is still pending.

I'm also wondering why no criminal RICO investigation is being done over Trump U, unless he intimidated his victims into silence with one of his notorious SLAPP suits to try to run out the statute of limitations clock. Which leads me to wonder why no obstruction of justice charges are being brought up against Don the Con.
