I'm thinking that what Democrats need in order to hold, perhaps even improve, our positions in the House and the Senate is to raise public awareness and interest in the midterm elections, not let the usual public inattention to the midterms hand victory over to motivated Tea Party activists.
Improved turnout for national races would also help Democrats make gains in state and local elections.
Obama can only help out with something like this in a limited way -- he'd be savagely criticized for taking much time away from doing his job as president to campaign for House and Senate races.
Bill Clinton, however... as a very popular ex-president (an asset Republicans lack) he could really help energize and mobilize Democratic voters. He's shown himself very willing to help out this past election, and not just in the presidential race, so it at least seems possible to me he'd go for this.

However, he is not a spring chicken anymore, and also runs his own charity/global org
He could definitely be a headliner for a 2014 Midterm GOTV Tour... let's think of some others who would mobilize folks
Artists? Actors? as far as politicians, should we stick to former holders of office? cuz I KNOW we have some New and Current office holders I'd like to see!!
