Has the format of the debate changed?

If memory serves me, it used to be that each candidate would given two minutes to answer a question and the other would be given a minute, or 90 minutes to rebut, and than back another minute to rebut the rebuttal.

Now, after the initial two minutes from each side, it appeared to be free for all 15 minutes. I liked it better this way. I think that in previous debates some said that one could not expand on a policy in 90 minutes. I agree.

Will this be the format for the next debate, or is this what Hold determined?

She can go in to actual detail about her plans. Trump HAS no details and only works on sound bites, which makes him sound like a blithering idiot when he doesn't know what else to say but the "zinger" he prepared.
