Consider:

The "rules" say that if I rob a bank, then I will go to jail for ten years.

So, I rob a bank. I get convicted and go to jail for ten years.

Have I "played by the rules"? Yes.

The Constitution works the same way. It does not depend on the goodwill of the people who implement it. The Constitution ASSUMES that power will be abused and provides mechanisms for mitigating that.

So I don't even know what that quote means.
