Why doesn't Comey announce he may or may not be investigating Trump for racketeering?

How could they not be looking into the payments his fraudulent now defunct foundation made to attorney generals to drop fraud cases against his fraudulent now defunct fake university

shouldn't have released "new" email info—FBI's mandate to not release partisan info 60 days before election. Unfortunately, Congressional Repubs put him in quandary causing him to cover his ass by making him let them know if any more info came up regarding Clinton & emails.

As much as turnabout is fair play, two wrongs don't make a right. (Sry f/ stale sayings...)
