Bullet Vests for Kids, Gun Buybacks, & more

A fine press conference by obama & biden yday, finally some action on banning production of assault rifles & hi capacity ammo clips, as well as talk about closing the gunshow loophole.

a couple other ideas:

1. Ban ownership of assault rifles & hi cap ammo clips as well, providing for a 1 year turn in period prior to owning them becomes illegal. Chance of success, slim to none, gunlobby likes to grandfather.
Disgraceful what? that sales of assault rifles & clips have spiked after these sandy hook shootings, are you proud gunnuts? did stock in winchester & S&W spike too?

corollary if/when above fails: ban possession of assault rifles &/or ammo clips in public, or for hunting.

2. Gun Buybacks (+ ammo clip buybacks) -- have the federal govt provide cash incentives for people wanting to turn in assault rifles or high capacity ammo clips.
This would need be done after a production ban however, pointless to do it if they still were being produced. Chance of success, good, since it's voluntary & provided by govt.. Surely net several thousand nationwide.

3. Bullet vests for kids? not wraparound or dropdown vests like cops got, just front & back slip ons, takes 10 seconds, stored in classrooms or under desk even, hold drills. Are we that far?
Problems might be weight, for a kid 4 or 5 lbs might be uncomfortable, but they're not wearing it all day long.
Bullet vests come in layered kevlar, the more layers the better protection. 16 layer vest is minimal, 22 layer a little more protection etc. Bullet vests come about 4 'strengths': (if I remember correctly): level IIA minimal for handgun bullets 22cal, 9mm, 25, 45, 38, shotgun pellets, but not most rifle fire. Level II, III, IV stronger, with level III minimum to stop rifle fire. AR15-(.223s) likely needs level IV.
Other problem would be parental consent, some won't want it (until it happens?).

4. Death penalty for mass school shooters, et al mass shooters. Make it a federal crime & eligible for the death penalty (if this is possible) for mass school shooters. Or do it at the state level.
I oppose the death penalty, with this one glaring & relatively infrequent exception. What is the disincentive for mass shooters to pick a state or country without the death penalty, from shooting up these schools?
Anders Breivik, the norwegian who killed ~75 people in his mass shooting in norway, is proud of it - if you haven't seen his grinning puss when he sat in the courtroom, it's a demented psychotic killer who thinks he was defending norway. He might live to a ripe old age in a norwegian hotel graybar the rest of his life.

It's wrong when you can premeditate a mass killing in cold blood while concurrently assuring yourself a life of riley afterwards...... (to wit some, life of liesure).
