... by using passive voice, he implicitly (and unintentionally) forwards the notion that Mr Trump spoke, and Congress trembled. After all, if they were put in that position, some agency put them there.
Anyway, my comment was snark, too. I love Borowitz, but cannot help finding pleasure in trolling him when possible.
