Can the President issue an executive order...

.. effectively enacting the Senate bill, till the new congress is in session, the instant the House adjourns without doing anything except screwing up?

I think it's an issue of National Security/National Emergency myself.

whether they be budge bills or the normal laws. Only Congress can raise money.

Exectuive orders do nothing unless congress provides funding for them.

Read Article 1 Section 8. It will eplain powers that belong only to Congress.
