I'm not sure what you are asking, but medical and specialty organizations generally develop guidelines for procedures. While no one is necessarily obligated to follow them, they risk malpractice claims if they deviate much.

But is there anything as far as how a procedure must be done? How a throat culture must be done? How genital examinations must be done? Which tools a surgeon can use when performing heart surgery?

I'm pretty sure there are laws on the books regarding when and where things can be done.
