Is there any movement for statehood or something? I guess that's just life in the VI. Which I would assume, would have its good side - a tropical paradise, no?

I lived in Thailand for 20 years, they have no voting representative in either the House or Senate and never missed an election.

Whenever the Democrats take over the House, they restore the floor vote to the delegates (which usually also pads the Democratic majority by five votes).

Whenever the Republicans take over the House, they revoke the floor vote for delegates.

It's a little screwed up to think that the representation of several million people in Congress can be radically altered on the whim of the party in control, but that's the way it went for a good twenty years when I was watching more closely than I do now.

Those delegates can only vote when the House is meeting in the Committee of the Whole, and then only when their vote has no effect on the outcome (they re-vote without the delegates if their vote does affect it).

They can vote in regular committees though.
