Actually, it's quite brilliant!

millions in their 'war chests'

It's a great income to buy your own crappy book or movie with campaign money, all travel/vacation expenses covered for a year. How much did loser Palin make? about 12 million or more? Running for president is a lifetime 'career' for some savy businessmen. To bad the losers aren't required to return the money.
