Chicago mayoral debate gets testy over city's finances and public schools

Chicago mayor Rahm Emanuel aggressively dissected his re-election challengers record and platform on Monday in the first head-to-head televised debate before next months runoff election, but Cook County commissioner Jesus Garcia came back at the former White House chief of staff with questions about the citys financial problems and violence.
The tone was snappy, with the former White House chief of staff trying to highlight what Emanuel says is Garcias lack of experience, especially in managing the finances of the nations third most populous city.
Emanuel said Garcias plans including calling for 1,000 more police officers arent realistic because of the strain on the budget. Several times he criticized Garcias plan to call for a full review of city spending before committing to new taxes or budget cuts.
The difference between being a legislator, and I was one, in that period of time, you pass a bill. When youre mayor you have to pay the bills, said Emanuel, a former Congressman.

IMO Rahm is testy because he is angry that his right to be mayor is even questioned.

Tell you what, if Rahm was ever the Democratic candidate for president, I would leave the Democratic Party in a heartbeat. He personifies the Third Way. And he is proud and arrogant about that.

They might need more honest cops.
The numbers indicate they have 1 cop for every 212 citizens in Chicago. They could reduce the force by about half.
An indication imo when a police force is too large is when it is easy for a police department to muster a large group to police protests.
