Is the 2016 Democratic Presidential Nominee strategy to win the Kerry 2004 states plus

NM,NV,and CO. or win all of the Obama 2012 states, Which candidate on the Democratic side be able to put in play the states that went for Clinton in 1996 but for the Republican Ticket in 2000,2004,2008,and 2012.
