Reconciliation, Byrd Rule, Risk of Chaos

Alright, I'm here to tap the collective intelligence of the board.

There seems to be some buzz in conservative circles tonight that reconciliation could be used to repeal the entire act because the supremes called the free rider provision a tax. I've read that the Byrd rule prevents this, but I'm not clear on the rationale. Further, I don't think they could repeal the entire act through reconciliation, only the portions regarding specific funding, right? Would the Republicans risk the subsequent chaos of the half-legislation?

What's the real deal here?

is that reconciliation only applies to budgetary matters. I think that this is why we weren't able to use it to get the PO.
