Joe Biden Gets Serious About Campaign as HiIlary Clinton Struggles

By JONATHAN MARTIN and MAGGIE HABERMANAUG. 21, 2015

WASHINGTON — As Hillary Rodham Clinton’s campaign struggles with sliding poll numbers, Vice President Joseph R. Biden Jr.’s exploration of a presidential candidacy is taking on a new seriousness.

Mr. Biden has been in contact with donors who could help finance a campaign, eyeing major contributors to President Obama and pillars of his own fund-raising network: trial lawyers, Jewish leaders and Greek-Americans. On Thursday, the vice president, who is not known for aggressively courting donors, spoke to George Tsunis, a Long Island developer and longtime supporter, who raised more than $750,000 for the Obama-Biden ticket in 2012.

“I think he is doing the prudent thing, which is to look at it and lay down some groundwork should he run,” said Mr. Tsunis, saying that Mr. Biden is aware that Mr. Tsunis will help him if he enters the race.

At the same time, some Democrats supporting Mrs. Clinton have quietly signaled that they would re-evaluate their support if Mr. Biden joined the race. For example, Tom Daschle, an influential former Senate Democratic leader who has given the maximum amount allowable to Mrs. Clinton’s campaign, has indicated that he would reassess his position if Mr. Biden entered the race, according to people who have been in contact with him in recent days.

In addition, a “Draft Biden” group has started to build an infrastructure to use if the vice president enters the race. After initially focusing on raising money for their effort, they have begun to hire field organizers.

Biden is not running. The rumor itself is only about attacking Hillary. Period.

This could happen if HRC were to slip further and Biden ran better than the Republicans. If - like with Obama - in 2008, a large group of powers in the Democratic party encouraged him, I could see that it would be intensely tempting for a man who ran twice and considered running another time (2004). Remember that he has never ruled it out - and that was when HRC was double digited above all Republicans and polling 40 points above any Democrats.

It is not so much "attacking" HRC as saying she might be too damaged. (I assume that that inference is what you are referring to as attacking HRC.) Biden does not owe HRC anything - much less not running if he chooses to.

her the winner at this point. She clearly is the frontrunner. Obama does not get to settle on who his successor is -- the people do.

WASHINGTON — President Barack Obama isn’t planning to endorse his former Secretary of State Hillary Rodham Clinton for president any time soon.

White House press secretary Josh Earnest says the president is
staying out because other friends of his may also run.

Although Earnest didn’t mention any one by name, that could include Vice President Joe Biden, who is mulling whether to enter the race.

Obama told reporters over the weekend that Clinton is a friend who he thinks would be an excellent president.

Earnest says it’s up to Democratic voters to choose their presidential nominee. But he says the nominee can be confident they will have the president’s support.
