Carly's Mysterious Tax-Avoidance Fiorina Foundation gave $467,000 to Planned Parenthood

Hypocrisy is the main identifying characteristic of Republicans.

Carly Fiorina is so opposed to Planned Parenthood, which she believes is “pushing women into late-term abortions so they can more successfully harvest body parts,” that she would shut the government down in order to prevent it from receiving any federal funding. But she doesn’t oppose Planned Parenthood enough, it seems, to care if the organization that controls the Fiorina Foundation, her mysterious charity outfit, also distributes funds to the group—nearly half a million dollars since 2011.

The Fiorina Foundation was not registered with the secretary of state in California or the county clerk in Santa Cruz, where Fiorina resided at the time. It wasn’t registered with the IRS, either. Meaning that, were it really a foundation, it would be violating the law, which demands that private foundations file annual 990 forms.

In response to a report, by the San Francisco Chronicle, revealing Fiorina’s apparent lack of compliance, she said she was in fact under no obligation to register the Fiorina Foundation, because what she called her foundation was not a private foundation at all.

What Fiorina calls the Fiorina Foundation is in fact the name of the account she and her husband, Frank, have with The Ayco Charitable Foundation, a so-called “donor-advised fund,” through which they distribute undisclosed sums to undisclosed recipients at undisclosed times.

This seemed to be news to Fiorina’s own campaign, the deputy manager of which, Sarah Isgur Flores, repeatedly assured me that the Fiorina Foundation is a private foundation before following up to say that she had made a mistake.

The idea is that the donor hands their contributions over to the fund but can them tell the fund how to distribute them -- which means that the donor's own identity remains hidden. The most notorious of them is Donors Capital Fund, which the Koch brothers funnel a lot of their money through.

Donors Capital Fund is a not-for-profit donor advised charity that distributes millions of dollars in grants each year to groups, organisations and projects that are “dedicated to the ideals of limited government, personal responsibility, and free enterprise.” [1]

Between 2002 and 2013, Donors Capital Fund (DCF) distributed some $170 million to conservative causes, many of which deny the science and impacts of human-caused climate change or the need to cut greenhouse gas emissions.

Much of DCF’s income comes from unknown private entities with some $347 million of untraceable and unknown income since 2005.

DCF creates accounts known as “donor-advised funds” for conservative philanthropists and groups and then distributes that money to projects that match their ideologies on their behalf. This arrangement has the effect of concealing the identity of the original donor and also distances donors from specific projects or groups.

Prior to more recent Republican hysteria, Planned Parenthood used to be fairly non-controversial.

Perhaps Fiorina was considering another Senate run in liberal California and at the time thought that a cost-free (tax dodge) contribution to Planned Parenthood would help ingratiate herself with more California voters. In her mind, maybe her recent deceitful attack on Planned Parenthood was an overcompensating diversion to conform to the new right-wing orthodoxy.
