Clinton Set to Roll Out Plan to Stop the Spread of ISIS

At the Council on Foreign Relations in November, Clinton described her plan to "defeat and destroy" ISIS, and at the Saban Forum a few weeks ago, she urged Silicon Valley to take an active role in the dismantling of the terrorist network's communication operation.

In her speech Tuesday, Clinton is expected to reiterate this call and emphasize that shutting down online recruitment by ISIS is a top priority, according to an aide familiar with the speech.

The former secretary of state will also explain her "360-degree strategy" for keeping America safe and will talk about the importance of stopping potential jihadists from getting training overseas.

Another key element of Clinton's plan to fight radicalization in the U.S. is to work closely with Muslim-American communities. Clinton will use local efforts made in the Twin Cities as a successful model, the aide said.

That this "plan" will ever see the light of day. Imagine if the U.S. and Britain held a news conference the week before D-Day and outlined how they were going to defeat the Nazis. "Okay, here's the deal. There's this beach across the Channel, right? We're gonna land some boats over there and take out all the Nazis. Then we're gonna spearhead an assault through France. They'll never see it coming!"

Real strategy does not get discussed in a public forum.
