Bernie voted against the fence....what you are citing is an amendment that set spending for border guards and other various security measures at the border... Bernie is clearly on record opposing the building of the wall

2006 border fence legislation

Clinton and Sanders cast opposing votes on the Secure Fence Act of 2006, which was introduced to improve security along the United States’ land and sea borders. Clinton, along with then-Illinois Sen. Barack Obama, voted in favor of the bill.

Sanders voted against it alongside 137 of his colleagues in the House. The bill was signed into law by President Bush on Oct. 26, 2006, but was never fully funded.

Requires the United States Customs and Border Protection Border Patrol to build a 700 linear mile fence, install 300 miles of vehicle barriers, install 105 ground-based radar and camera towers, and place 4 unmanned aerial vehicles and supporting systems along the United States-Mexico international land border (Sec. 1002[a(3)]).

It's right there in the OP.

Bernie supported that amendment.

As the poster states, he did vote against the fence at one point, but those links above show votes for.

What are Bernie’s views on securing the border?
Bernie sees the importance of securing the border, but is opposed to building a fence to do so, and has voted repeatedly against legislation that would build such a barrier. Bernie has supported legislation which would have increased border patrol operations while simultaneously providing a path to legal status for undocumented immigrants. Bernie does not support an “open borders policy,” preferring to focus on a path to citizenship for immigrants already in the United States.

for the fence amendments listed above. There have been several different bills. The links above show the votes. Perhaps there is some other reason for his vote, but he did cast them.

We got to do several things and I am adamantly against illegal immigrants,” Clinton said during the interview. “Certainly, we’ve got to do more at our borders, and people have to stop hiring illegal immigrants.”

“Come up to Westchester, go to Suffolk and Nassau counties,” Clinton continued. “Stand in the street corners in Brooklyn or the Bronx. You’re going to see loads of people waiting to get picked up to get yard work, and construction work, and domestic work.”

I doubt you'll find any politician who says they are for "illegal immigration," and certainty not Bernie. While it might to fun to dig up random quotes without source or attribution, voting records say far more.

As for flip flopping, perhaps you can explain why Bernie voted for the border fence amendments in some of the bills above and against the Secure Fence Act of 2006?

His votes against immigration reform, however, have been consistent. I don't see a single vote for a comprehensive immigration reform.

When Hillary was registering Hispanic voters decades ago, what was Sanders doing?

There's a reason Latin support is overwhelmingly for Hillary
