Be smart about this. Clinton's secure to non-secure email was fine

Definitions quick:

tps - talking points
Heading - where communication security level is indicated
Nonpaper - send an e-fax not a paper fax.

Here is the email release quote from Hillary:
If they can't, turn into nonpaper w no identifying heading and send nonsecure.


I have no idea how many people here have ever worked with secure communication systems, buy the heading is generally something like:

Security level: general
Communication type: Secured

It tells either the system, if automated, or the worker how to process a document.

What this email shows is that Clinton requested talking points sent securely, for what should be obvious reasons (Don't want them getting out to media, politicians, etc), but talking points are not classified info. When the system was having trouble and the secure queue backed up, Hillary instructed someone to remove the send secure heading. To try and ensure that the talking points didn't get disseminated, she had it changed from a paper fax sent securely to an e-fax (nonpaper).

This is not a scandal. It is not even particularly newsworthy other than she had taking points sent to her.

Remember, all classified documents are sent secure, but all secure documents are not classified.

Sending it secure or unsecure doesn't prove anything. What matters is if the document was classified or not. If that were the case, then deciding to send it unsecure would be a big deal, but I don't know the classification of the email in question.

5. Sadly the pdf at State Dept stops with Hillary's resopnse to strip the headings and send.

It does not include the email that was sent after, or let us know it's status.... Was it classified info?that is what we need to know.

She still issued the order to do it, but if the document wasn't classified it would be a complete nonissue.

She didn't send and wasn't trying to send; she was waiting to receive them.

Talking points could be for public talking, or talking points could be for a classified meeting.... We don't know.
