Romney says tax code that allows him to pay...

13.9% tax rate is not his fault, then complains because the very same tax code allows 47% +/- of Americans to pay no income tax. I also read where Romney said if Capital Gains taxes were eliminated he would have paid zero tax for the past 2 years.

It has been noted that under Ryan's plan Romney would pay a tax rate of 0.82%. This, to me, says that Romney's effective income tax rate would be 0.82%. Considering how close this rate is to zero, coupled with what he said yesterday about the 47%, does this mean he voted for Obama in 2008?
