As far as I know, all presidential primaries award delegates proportionally. Congressional primaries are winner-take-all.

I apologize for my rudeness. It was uncalled for.

Sometimes I'm too impatient with people. Here and elsewhere. It is my single biggest flaw, and I have LOTS of flaws.
