Tempers flare as Buttigieg returns to South Bend to address community after officer-involved shooting

(CNN)Mayor Pete Buttigieg on Friday promised residents of South Bend, Indiana, at a march protesting the recent officer-involved shooting that he's "serious about fixing this."

"One thing that I want you to know is that we're serious about fixing this," he told the group gathered for the evening march.

But tempers flared at the 2020 Democratic presidential hopeful, who skipped scheduled campaign stops in order to return to South Bend on Friday and meet with community members. The shooting has shaken the city over the last week.

"You running for president and you want black people to support you, and vote for you," one incensed community member told Buttigieg. "That's not going to happen!"

"I'm not asking for your vote," Buttigieg told the resident in response. "I will promise that there will be a review to make sure that there is no racism on this department."

The brother of the man who was shot is also a cop, and is the partner of the officer who shot him? Wow.

Not only is the victim's brother also a cop, and the partner of the officer who shot him: he defended the cop (his partner) who shot his own brother! "Complex" is an inadequate word to describe this situation (not to mention the undoubtedly fraught situation in the man's own family - a mother blaming the police and a brother defending the police. .)
Mayor Pete did the right thing to go back and face the situation head on.

The remarks made by the brother were not in defense of the cop who did the shooting. They were in defense of the Chief of Police, who was being shouted down by protestors.

The loosely organized protest became chaotic at times, with Black Lives Matter protesters speaking over Buttigieg and South Bend Police Chief Scott Ruszkowski. It prompted one of Logan's brothers to interrupt protesters and defend Ruszkowski, saying, "This man, 100%, I've been riding with this man since day one. I'm going to believe in this man, because he's always got my back no matter what."


I'm not sure that the unnamed brother in question is a cop. So far I've only found references to two brothers who have spoken publicly, Tyree and Clifford Bonds, neither of whom are said to be police officers. Whoever it was who defended the Chief of Police may have been using the phrase "riding with this man" in a general sense, rather than as a patrol partner. "Since day one" could mean since the Chief's first day as a police officer, or since his first day as Chief of Police (during which time he probably hasn't been out on patrol with a partner). I think the brother is simply asserting that he's had interaction with the Chief, and trusts him personally.

Did the man who was shot get out of the car with a knife in his hand? I don't understand what this protest is about.

But court records show Mr. O’Neill was twice sued in 2008 by black residents he had arrested. In one case, a man said Mr. O’Neill subdued him with a Taser while his hands were already raised, and then responded with a racial slur when the man asked Mr. O’Neill what he had done wrong.

Another man accused Mr. O’Neill of pummeling him on the back during an arrest for vandalism. The man said Mr. O’Neill and two other officers laughed “about how I was flipping like a fish while being tazed.”

A former South Bend police officer, David Newton, complained to superiors in 2008 that Mr. O’Neill had made derogatory remarks about interracial relationships and “black meat” to another officer. A spokesman for the South Bend Police Department, Ken Garcia, said Tuesday that an internal investigation found that Mr. Newton’s assertion was “not sustained.”

According to authorities, Mr. O’Neill shot and killed Mr. Logan while responding to a report of someone breaking into cars downtown. Mr. O’Neill responded without using his lights and sirens, which would automatically have triggered his body camera. Nor did Mr. O’Neill turn on the camera manually when he exited the police car. Mr. O’Neill shot Mr. Logan once in the abdomen after he refused to drop a knife when Mr. O’Neill ordered him to do so, authorities said.

“Guy threw a knife at me,” Mr. O’Neill said over the police scanner.

And the first clear thing in the clip was Mr Buttigieg saying, "did you just ask me whether black lives matter? Of course they matter."

I hope he's able to smooth this over because it wasn't a good scene and the optics of it, if nothing else, were bad, but it seemed like this had been building to a head for a while.

Black citizens were complaining about having long been ignored by the Mayor and council. Also, the issue of Buttigieg demoting the Black police Cheif if favor of the current one after that Black Cheif looked into racist feelings among some senior officers will likely explode into something gigantic.
