Beto's plan to end the epidemic of gun violence includes:

We have, by far, the most ambitious plan to end the epidemic of gun violence in this race. In addition to requiring universal background checks and banning assault weapons, we would also create a nationwide gun licensing program—and enact a mandatory buyback of assault weapons.

1. I cannot support mandatory buybacks. We didn't even do that with machine guns.

become worthless, can’t be transferred legally, then they should just have to absorb the loss and heavy fines if caught with one after a ban.

If a buyback is necessary to get ban enacted, I’d reluctantly pay my share.

Would also like to see restrictions on public toting.

I do think limits also need to be installed that you can buy no more than 1 gun per year (every 3 years?) and limit the ammo as well. Shooting ranges could always supply bullets needed for target practice. Killers often buy up quite a bit of ammo & guns in the months prior to their rampage - this would stop lots of deaths.

6. They also need proof of insurance, such as required with cars.

The premiums from that insurance should go into a victim's fund to pay the catastrophic medical costs of shooting victims. Right now, the taxpayer is paying the bulk of uncompensated care for gunshot victims.

In the 10-year period examined by the researchers, uninsured patients and those with Medicaid or Medicare accounted for about 65 percent of the total cost of firearm-related hospital stays. Gunshot wounds resulted in an average annual cost of $622 million — a figure that the researchers say is almost certainly a big undercount, given that the estimated total population of gunshot victims is about three times the pool of patients whose data they were able to obtain.

It would satisfy 2A which contains no language specifically stating what kind of arms citizens are allowed to bear.

But those weapons do satisfy 2a. Where does it say in the second amendment how many and what kind of precious you can own?

if a bit of an idealist. But all ideas ought to be on the table to start.

A well-regulated militia is disciplined, and prepared for national defense. I think the Founders meant something akin to Colonial Militiamen - Continentals. That's how we fought the revolution, a regular army and a home guard auxiliary. Today's assault rifles aid national defense very little if at all. National Guard I understand, that is well-regulated, disciplined.

Anarchy is not well-regulated.
