Harris proposes six months of government-paid family leave

Sen. Kamala Harris (D-Calif.) seeks to brand herself as the progressive standard bearer of family issues in the 2020 presidential race. To that end, Harris on Monday released a plan farther left of what Democrats have proposed so far on paid family leave and child care.

Harris‘ proposal would provide every worker in America six months of paid family and medical leave — double what even the most fervent supporters of paid leave in Congress have pushed for. The plan represents a shift for Harris herself, who earlier in the campaign supported legislation for three months of paid leave.

Under Harris' plan, people who make less than $75,000 a year would qualify for full wage replacement during their leave, with progressively smaller benefits for higher-wage households.

In addition to caring for new children, the proposal would allow workers take leave for personal or family medical issues, in addition to a variety of other situations. For example, Harris’ campaign said that a parent could take leave to care for a child harmed by domestic violence. It wouldn’t be limited to immediate family — workers could take leave to care for domestic partners, parents-in-law and “chosen family,” among others.

Paid leave would be available to all types of workers under Harris’ plan, including “self-employed workers” and independent contractors (though she doesn’t fully explain how that would work). Workers could also break up their leave, taking portions of it intermittently.

The paid leave program will be funded through general revenue and payroll contributions. The federal government’s portion of the plan will be paid for by fines on corporations that fail to close their pay gaps and tax increases on the top 1 percent and big corporations, according to the campaign.

As someone whose not interested in having a family, I do not want to have to do other people's jobs for them just cause they want to have kids.

I already am doing 3 jobs worth of work, for 2/3 pay of one.

You know that companies are not going to hire extra to make up for this.

Family leave benefits the nation. It has certainly benefitted the countries that have it, like Sweden and Finland. The kids are healthier, and so are the parents. And it prevents immeasurable misery. It is the right thing to do.

It is against the law, at least here in California, for a worker to be saddled with two jobs without the commensurate increase in pay. And it is against the law to force a worker to work two jobs against their will, and it is against the law to fire a worker from the one job they have in retaliation for not working a second job for free. Employers should be hiring temps (and thus increasing employment!) and/or paying overtime to cover leave gaps in their workforce.

You being exploited by doing 3 jobs and being paid for 2/3 of a job is no reason to deny these universally supported government benefits.

How about we increase all workers' benefits, instead of lower everyone's in a race to the bottom? How about we support unionization so you are not exploited like that?

Your sort of self-defeating opposition reminds of the old Russian proverb: My neighbor has a cow. I do not. I want my neighbor's cow dead.

paid by the government. People who want to have kids should generally be responsible for the costs of pregnancy and having kids. I think giving people half their salary is more than generous if you include WIC and especially if you include some sort of socialized medicine, since that is the direction we seem to be headed.

More ethical and moral ways that are better for society as a whole.

A limited number of Americans are already paying for others to have children. Time to spread it across all Americans.

Anybody who pays state and federal income taxes and property taxes pay for them. I don't mind subsidizing schools and programs that children use, but I don't want to encourage people to have children if they can't afford it. Start paying people to have kids and it's Idiocracy here we come.

I don't think it's good for society to encourage unchecked childbirth, especially if it's beyond what parents can afford. If you look at the causes of climate change and environmental degradation, you'll see that people are by far the greatest contributors. The planet is being killed by the explosion of human population growth. Policies that encourage human breeding are the opposite of what we need if we're going to stop this planet's demise.

Our current status in these areas are extreme. Extremely harmful to our nation. Harris is being bold, not extreme, IMO.
