Biden higher education plan includes two years of free community college

https://www.cnn.com/2019/10/08/politics/joe-biden-higher-education-plan/index.html

Democratic presidential candidate Joe Biden is proposing to guarantee two free years of community college or other training as part of a higher education plan that his campaign says would cost $750 billion per year.

The former vice president's plan, unveiled Tuesday morning, also aims to cut student loan obligations -- particularly for those with public service jobs.

The plan formalizes measures that Biden has frequently discussed on the campaign trail. It builds on the existing higher education framework, rather than including further-reaching proposals such as four years of free college and wiping away all student debt.

Similarly, Biden's plans on student debt are less ambitious than his two main progressive challengers. Sanders has proposed wiping away all $1.6 trillion of existing US student loan debt, while Warren says she would eliminate 95% of that debt.

Biden, instead, proposes waiving $10,000 per year -- up to five years -- for those with public service jobs, such as teachers and members of the military.

He would guarantee that those earning less than $25,000 owe nothing on their undergraduate federal student loans, while everyone else's payments are capped at 5% of their discretionary income above $25,000 -- halving the current 10% cap.

Biden's plan also includes new spending aimed at improving access to college for low-income individuals, minorities and undocumented immigrants who were brought to the United States as children. It would double the maximum value of Pell Grants and includes new money for historically black colleges and universities and for tribal colleges and universities.

Sensible and probably much more likely to get through Congress than what Sanders and Warren are proposing.

Exactly what the Republicans are going to say, no matter who we nominate.

Just to let you know this is not some fantasy scenario I've dreamed up:

2020 election: Joe Biden's climate change revolution plan shows he's not moderate material

It has only been weeks since Rep. Alexandria Ocasio-Cortez chided former Vice President Joe Biden for embracing “middle of the road” climate policies. He not only heard her but quickly fell in line. In his rush to appease the new generation of Democrats for whom he is completely out of touch, he streamlined the process by copying entire passages from other, more AOC-aligned groups without proper citation.

This is not the first time his penchant for plagiarism has been revealed, but it is the first time his lurch to the left has been so blatant. This plan will no doubt make it more difficult for Biden to maintain his brand of moderate Uncle Joe, but more important, it would be disastrous for America’s working-class families.

Channeling the Green New Deal, Biden’s $1.7 trillion “Clean Energy Revolution” would raise taxes, send energy costs sky high and kill millions of good-paying jobs. The central piece of it, achieving net zero greenhouse gas emissions by 2050, would have little effect on the climate.

Kudos to Biden for seeing that Bernie and Warren are blazing a trail for him to follow. Hopefully, he adopts more of their amazing proposals.

It will with Sanders, since he's used it himself, and it probably will with Warren because she's copied so many of Sanders' proposals.

And whoever our nominee is, once elected they'll have to get legislation through Congress. Biden's education plan has a much better chance of passing.

That is me including VKP and two years of trade school or college.

That is sixteen years of tax funded education.

To be clear. We have to actually fund education. It's currently underfunded. It also doesn't include the need for tax payer funded education as sectors fail and jobs move. We must be ahead of the curve on that. It also doesn't include tax funded child care during the day. We need to increase funding in that area and help more people to be successful.

But I think sixteen years of tax funded education is a good place to be.

and mandating that all undergraduates stay in dorms and use a high quality campus meal service (that must be good and low cost, providing three meals per day). Since housing and food makes up the lion's share of student expenditures, this procedure would dramatically reduce costs after the initial dorm building phase. Rich kids whose parents could afford to house them off campus and feed them fancy meals would also have to stay in dorms as undergrads. Fraternities and Sororities should be allowed to continue, but each pledge must be vetted to insure the Greeks are not circumventing the goal of having a university-wide class-free undergraduate experience.

Dorms and campus owned housing would be available for graduate and professional school students, but those students could chose to live in private housing and provide their own meal arrangements. Graduate students would also be able to get expanded teaching assistant and tutor jobs to provide some income while they complete their graduate coursework.
