I think his stance on the Brady bill comes from his supporting states rights over federal and voting for gun rights in response to his rural constituents who like their guns and many are hunters in Vermont.

Bernie is very strong on gun rights. The nra rating is more political than accurate. If you don't support their full range of issues - many not related to guns, and their candidates, you get a bad rating.
