SOUTH BEND — Long after South Bend Mayor Pete Buttigieg’s second and final term ends in 2020, there will be a highly visible reminder of his tenure leading the city.

Downtown underwent a dramatic transformation under his leadership. One-way streets became two-way. Speed limits were reduced. Driving lanes were narrowed. Trees were planted. Decorative brick pavers were laid.

Lights, parks, public spaces: Trying to create 'special places' to lure people to South Bend

https://www.southbendtribune.com/news/local/lights-parks-public-spaces-trying-to-create-special-places-to/article_3fbf35fd-47ba-5364-ad75-b2d17efa892e.html

SOUTH BEND — Kate Paumier enjoys walking along the St. Joseph River, but she admits she likely wouldn’t be interested in going there after dark if it wasn’t for the light show on the Jefferson Street bridge and the environs of Seitz Park.

“The show is cool and it provides a bit of security,” said the student at Indiana University South Bend.

In fact, visit the river on most warm nights and you’ll find dozens of people of various ages and races enjoying the South Bend River Lights show.

Before the light sculpture was created — through donations of about $750,000 as well as in-kind labor and materials — the area was mostly frequented by solitary fishermen or vagrants.

So that's what the South Bend paper emphasized, in two of the five articles.

Headlines of the other three articles:

Fewer crimes reported in South Bend but shootings linger as fears remain for some

What now for South Bend neighborhoods after '1,000 houses in 1,000 days'?

Poverty, income, population: Do the stats reflect Buttigieg's legacy in South Bend?

How the Media Is Getting Mayor Pete's Gentrification Story Wrong

https://washingtonmonthly.com/2019/04/21/how-the-media-is-getting-mayor-petes-south-bend-gentrification-story-wrong/

South Bend, Indiana was a prosperous manufacturing town through much of the 20th century. It achieved a measure of fame for hosting the auto plant that built the Studebaker. But as the economy changed, so did the town’s fortunes. Between 1960 and 2010, its population plummeted by nearly 25 percent. Left in the wake of mass departure and economic stagnation was a rash of urban blight: thousands of homes and other buildings stood vacant, left to disrepair. With blight came decreased home values and a rise in crime.

South Bend Mayor Pete Buttigieg, now a Democratic presidential candidate, launched an initiative in February 2013 he called “1,000 Homes, 1,000 Days.” The goal: identify 1,000 vacant or abandoned homes (about a third of the total) and either demolish or repair them. By November 2015, 427 homes “were repaired, 569 were demolished, 10 were deconstructed, 6 were set aside for repair by community development corporations, and 110 were under contract for demolition,” according to the Department of Housing and Urban Development, which provided a block grant supporting the initiative. If Buttigieg’s reelection with 75 percent of the vote is anything to go by, South Bend’s citizens have signaled their approval. The city’s population has steadily increased since 2013.

Buttigieg has made the initiative’s success a centerpiece of his presidential campaign, so it should be no surprise that journalists have looked into it. But two remarkably similar stories published last week—in Buzzfeed and on CNN.com—said the initiative “smacked of gentrification.” That this odd phrase appeared verbatim in both stories is perhaps interesting. (Buzzfeed’s Henry Gomez, who published his piece first, should wonder where CNN’s Dan Merica and Vanessa Yurkevich got their inspiration.) What’s puzzling, however, is the decision to frame the demolition and rehabilitation of vacant and abandoned homes as akin to displacing minority communities. (Judging from 2011 and 2019 population estimates, no displacement appears to have occurred. What’s more, it’s hard to displace people from homes where no one was living.)

The two major challenges Buttigieg’s initiative faced were the town’s lackadaisical enforcement of building code violations and absentee owners of the targeted homes. One of the initiative’s biggest obstacles was determining if the blighted properties’ owners were both sufficiently willing and able to improve them. Both the Buzzfeed and CNN stories lean heavily on two sources: Stacey Odom and Regina Williams-Preston, two African American women who had purchased blighted properties. Odom purchased one, which she hoped to fix up and make her own home, without knowing that the initiative had already slated it for demolition. Williams-Preston had purchased three vacant homes “with plans to refurbish them and either sell them for a profit or create a business, like a day care for local kids,” CNN reported. Sadly, her husband fell seriously ill and money that would’ve gone toward their investment went toward health care instead.

Both stories strike a decidedly oppositional tone. Buzzfeed seemed particularly intent on framing the story as a conflict between a robotic, white, impersonal politician and a black community. (The word “data,” and the mayor’s abiding interest in it, somehow became grounds for opprobrium.) Ironically, both stories show Buttigieg to have been an exceptional leader. Odom struggled to get her property off the demo list, but then, as CNN reports, she had a chance encounter with Buttigieg. What happened next was governance par excellence:

Sun Feb 9, 2020, 02:15 PM

accusation, especially when the homes are abandoned and/or unfit anyway for anyone to live in them. This is the same kind of urban environment any reasonable sized city has (in STLMO we do). Oftentimes, the population moving into the rehabbed homes are young, urban couples of all types seeking the excitement of city life and all of the attractions available. Another, surprising population type moving back into these restored environment is many older, retired couples. They too, are seeking the lifestyle of the urban environment, the restaurants, the museums, the arts district, the history, etc. They love the safety of the restored neighborhoods, the walking of their dogs, the chatting w/ next door neighbors, etc.

It does take a certain kind of energy to spearhead such things (and Pete B. seems to have it) but the vast overall energy and credit in the rehabbing efforts comes from the people/residents on the ground themselves, wanting a piece of the American pie but not at an astronomical price (sweat equity). We see this everywhere in urban centers across the country. Sometimes it does someone to step up to the plate and get everyone excited, and then the momentum takes off.

Others don't mind paying for the rehab by contractors. It's a mix of DIY and contractors, along w/ city agencies (in STLMO situation, and probably in South Bend's situation too) where they can help (e.g., establish clear titles help with trash, strict enforcement of building codes and inspections, and/or other government services if needed, etc.).

The only thing one needs to be aware of, is the HUD/and other federal housing traps. By trap, what I mean is that when these agencies (the whole alphabet soup of agencies) got involved with rehab efforts, the costs spiraled to an insane $1,000,000 buck a house, when in STLMO, we did an audit of rehabbed homes!! Definitely going the wrong direction. This is not rehabbing, but breaking the bank. Maybe a case of too much government. Immediate steps were undertaken to address this, and I'm not sure what they were (the steps), but yikes! Ridiculous.

With the city urban environment, a lot of properties the landlords just walk away from (the properties get too old, and they don't want to put the money back into them to fix them up), and no longer pay their taxes (remember, most of these homes are in LLCs), who are mostly slum lords (this is what I'm calling them), and you would be surprised who these people really are.

They are 'regular' people, mostly living in places far away (and certainly not there!), but don't put any money back into the property, don't fix up the property, don't care about the neighborhood, in short, put in as little money as possible. All they want is their monthly rent checks. And their property agents, they are just as bad. No repairs means more money for you in your pockets.

If you want my opinion, these people need to have the book thrown at them, they caused a lot of the problems facing these urban environments). Fortunately in STLMO, they did (started throwing the book at the absentee owners), by fines, by court orders, by seizing properties, etc., the whole spectrum of remedies available to the city.

Overall, the two major neighborhoods I lived in (22,000 and 18,000 households) have generated tons of rehabbed work and brought literally thousands of homes up to par, made whole swaths of STLMO much more desirable (e.g., Tower Grove Park), revitalized whole neighbors in total, and brought a new kind of energy, and a huge economic engine that still going, and causing other surrounding neighborhoods to be pulled into the rehab excitement. A tremendous amount of money if you think about it, I value (when I drive around the neighborhood) each rehab dumpster at a minimum of $100,000 in rehab work going on in that house. And I see dozens and dozens of them all over, and have seen these for the last 15 years or so.

A good thing. No long term city involvement caused this (or if they were, they only did a tiny, tiny portion). Just a bunch of DIY, w/ sweat equity doing it all.

73. Besides, he's probably better off with Buttigieg winning NH than Sanders doing so.
Sun Feb 9, 2020, 12:00 AM
Feb 2020

At the same time, he can't finish too far behind Buttigieg. Biden's in a tough spot.

If Sanders wins NH, Buttigieg comes in second and Biden is a distant third (or worse), Nevada will not go well for Biden. Next thing you know, he's struggling to hang on in South Carolina. Snowball effect.

Buttigieg's alienation of Black folks is keeping Biden's hopes alive, which is why Sanders losing New Hampshire would likely benefit Biden. Because if Buttigieg wins NH, the wind is taken out of the Sanders sail and Biden can still win South Carolina with ease. But if Sanders wins NH and then Nevada and Biden hasn't come anywhere close to winning in any of the first three contests, Biden is probably finished.

So, for Biden, his best bet at this point is to finish a fairly close 3rd in NH and for Buttigieg to win NH. That would boost Biden's chances in NV. He could then win SC and possibly have a good Super Tuesday.

But a distant 3rd place finish with Sanders winning and Buttigieg a close 2nd would be really bad for Biden. 4th place for Biden and he's probably done.

I think he would be an excellent addition to Biden's administration. I just don't think he has the chops yet to be the leader on the international stage, or here at home. Kind of like Beto was--well liked, good future, but not ready right now. I think that's basically what this ad is saying.

Cleaning the world of trump's stench is going to take someone that is already known and trusted.

That is horrible. I think I stopped it before the end. Biden is running off Obama's coattails, and he is no Obama, either. That is a horrible ad. Just horrible. Still shaking my head. Wish I had not clicked on it cause it really changes how I think of Biden. Horrible.

and, frankly, shows signs of desperation. Why do it, especially in violation of the oath Joe took not to negatively campaign against his fellow Democrats? I don't get it!!

But I am surprised Biden would resort to this. He is certainly running hard off Obama's coattail.

Pete mostly having small town experience doesn't equate to not thinking highly of the Obama administration. Kind of a weird message to pass along with that ad. I mean, unless I am missing something that wasn't explicitly mentioned in the ad.
