The Long Run: Pete Buttigieg Fired South Bend's Black Police Chief. It Still Stings.

SOUTH BEND, Ind. — Pete Buttigieg had been mayor just 13 weeks when he faced a leadership crisis.

It was March 2012, and 300 residents of South Bend, Ind., solemnly marched to the Martin Luther King Center to protest the killing in Florida of a black teenager, Trayvon Martin.

A prominent figure at the demonstration was Darryl Boykins, South Bend’s first black police chief. Admired for teaching tennis and boxing to young people, he had been promoted to chief five years earlier after winning the respect of both black and white officers in a department that sometimes divided along racial lines.

Mr. Buttigieg addressed the protesters, but seemed not to interact with Mr. Boykins. What no one in the crowd knew was that the police top brass were in turmoil — shaken by allegations that Mr. Boykins had improperly taped phone calls of senior white officers who were said to have used racist language, including about him.

With federal prosecutors scrutinizing Mr. Boykins, the 29-year-old mayor fired the veteran police chief just before the Trayvon Martin protest. No action was taken against the officers. Precisely what they said on the tapes of their department phone calls is unknown to the public: Mr. Buttigieg has refused to release them, saying the matter is still being resolved in court.

In the weeks, months and years that followed, the removal of Mr. Boykins unleashed a blizzard of claims, counterclaims and lawsuits, as well as anguish among South Bend’s minority residents over whether an ambitious white mayor had sided with white police officers against a black chief. The day after Mr. Boykins’s dismissal, he was applauded at a gathering of 100 officers, council members and clergy. The events played out against a backdrop of frustration among some African-Americans that they have not benefited equally from an economic resurgence in South Bend, which Mr. Buttigieg extols in his presidential bid.

As Mr. Buttigieg seeks the Democratic nomination in a party whose base is anchored by minority voters, his handling of Mr. Boykins’ dismissal and its messy aftermath raise questions whether the mayor either misunderstood or mishandled sensitivities surrounding race and policing in the place he knew best, a city which is 37 percent black and Latino.

“It felt stomach-churning,” Mr. Buttigieg recalled of the night of the 2012 protest, speaking in an interview. “To know that that same day, we were at what even then I understood was going to be the beginning of an incredibly painful and divisive moment of race relations in my city.”

The chief sued the city for racial discrimination over his firing and won $50,000 in 2013. Four white officers sued the city for invasion of privacy and defamation and won a $500,000 payout the same year. . .

In a political memoir released this year, Mr. Buttigieg wrote that the police tapes case “affected my relationship with the African-American community in particular for years to come.” . .

At issue in the police taping story are some of the most charged issues in municipal and national politics, including surveillance and personal privacy, government transparency and allegations of racism and unlawful behavior by the police.

Kareemah Fowler, the South Bend city clerk and a political ally of Mr. Buttigieg, said she believed the mayor had worked hard “trying to bridge the gap” between African-Americans and whites in the city.'

then it is a lot more than "a whole lot of nothing".

Anyone remember Freddie Gray? And a certain highly promising former Maryland governor and former Baltimore city mayor running for President? On reading the details, I felt it was deeply unfair to pin the police behavior in the Freddie Gray incident on O'Malley. But there was also zero doubt in my mind that it would be a severe handicap on his campaign. It wasn't the only reason his campaign didn't take off, but it would have been a difficult issue to overcome.

first I think the federal prosecutor is lying when he said they never make indictment decisions based on whether someone resigns or not. They clearly do so in cases of elected officials rather regularly. That doesn't mean they did so here, but to say they never do so is just plain wrong. I do think Mayor Pete has some explaining to do here. I think Boykin did deserve to be fired, even if the tapes were what he says they are, but if they are what Boykin says they are, then the 250k for those officers is a problem. He also should have found a black person to replace Boykin with if at all possible given the circumstances of the firing.

They would still get that settlement.
Its just like if a cop kicks in your door without a warrant and finds drugs; the search was illegal. If the Chief illegally recorded conversations, he was wrong & broke the law.

Boykin didn't order the recordings. So why should Boykin deserve a demotion?

The issue arose by accident after a former detective set up an automatic recording system on his office phone that continued to record officers after he left.

The department's former communications director said she discovered that the recordings contained racist remarks and even discussions of a potential criminal conspiracy and brought it to Boykins' attention.


As the NYT article points out Pete;'s current campaign chairmen is accused of threatening that communications director. Telling her she can't discuss what she heard on the tapes.

If there's nothing on them why tell her she's breaking the law in describing them. Again she didn't set up the recording device. She just didn't hide them and took the records to her boss.

for illegal wiretapping at the time.

Boykins did resign, then took it back, at which point Buttigieg demoted him.


Boykins stayed on with the force and retired in 2017

The chief continued to record the officers AFTER he accidentally found out that they were being taped (this started before Pete was mayor).

Also, the tapes have not been released because a Federal judge ruled in 2015 they were illegal wiretapping. That was appealed and kicked back to a state court, where it stands now.

In 2011, Karen DePaepe, a 25-year veteran of the South Bend Police Department in charge of the dispatch and communications center, informed Boykins that the desk phone line for Detective Bryan Young was being taped.

A previous police chief had authorized taping the phone line because the detective at the time didn’t want to miss any possible tips. Boykins allowed the taping, now on Young’s phone line, to continue but did not inform the detective that his calls were being recorded.

About a year later, shortly after Buttigieg had been elected to his first term in office at the age of 29, DePaepe discovered recordings on the line that she said revealed racist remarks and a potential criminal conspiracy between officers.

I laid out the facts with backing links. We shall see what happens with the tapes, but Buttigieg was absolutely right to not release them, especially after a federal judge ruled them illegal wiretapping. It would have opened up the city to millions more in potential lawsuits.

The chief was no angel in all this either. He continued to illegally tape the cops for a year or more after discovering the system, told no one, then went after them. He settled for a pittance (75K) whilst the other cops got half a million.

judge said the tapes were illegal, it was appealed and kicked to a state court) St. Joseph County Superior Court Judge Steven Hostetler, is a RW Republican who was a finalist for Pence to place on the Indiana Supreme Court. Pence also placed him there on the bench in the first place. Every ruling so far has said the tapes were illegal wiretapping and should be destroyed (except for the federal appeals case, which just kicked it back to the state courts.)

He has a lot of political motivation to try and shit stir this whole thing.

It's from the New York Times which is usually a reputable source.

The story's out there. If it's fake Pete needs to set the record straight or call for a retraction.

On edit: This story is still on the front page of MSN this morning. Whether true or only partially factual it has legs.

The other person doesn’t fit the narrative. I’ve read a considerable amount about this and there are serious conspiracy theories and a lot of stories based off of the words of two people who took part in what seems to be an illegal act. After an FBI investigation, Buttigieg made the decision to fire two people and go no further. He opens the city up to serious lawsuits if he arbitrarily releases the tapes. Tapes that were questionably obtained by employees of the city.

Please read more about this than what is bein put out there. Almost none of the stories we seen written today even mention the second person who was fired.
