It's a speed trap and I think traffic tickets must be their primary source of income.
Coming back from San Diego to Az a coupla years ago I got a cell phone call. I was about two miles from the Az border.
I didn't know (my error) that talking on a cell phone was illegal while driving in Cal.
The officer was a jerk. He asked me if I was aware of the law. I said no, as Az had no such law. He said, well you're not in Az are you? I ended up having to pay nearly 3 hundred bucks for my crime.
Other than that, I have no idea what you're talking about.
