3. What is the occasion? Why are all these people hanging out on this sloped hillside?

It's not a concert venue that I know of. And that's not Golden Gate Park where people gather on weekends to picnic (on much flatter ground) ... Pride Week was beginning of last month so it's not that ... so what are they all doing there?
