Not only the money paid, but the value of the service provided were directly related to Trump's campaign health.
Had Trump paid for them from campaign money and declared it as such, this would not be the issue it is.

I see, "catch and kill" should have been reported as a campaign contribution.

I've seen no indication of there being falsified financial records between Trump and Pecker...
