The fact that people on staff are back-biting and fiercely competing against one another is absolutely in perfect keeping with the way Trump wants things to work.

He puts the scorpions in a bottle
The survivor gets (or keeps) the job
Trump believes he's absolved of the responsibility for making any decisions

These people are interested only in being as close to the feed trough as possible.
They have no honor, so they have no sense of duty to serve anything but their own ambitions.
