Yes, a lot of people suffer when state governments refuse Federal dollars on ideological grounds, but many (perhaps most) of those who suffer aren't the ones who elected the yahoos making the decisions. That's why ALEC has been pushing so hard on legislation to further disenfranchise poor and minority voters.
