Since Jeopardy is a syndicated show you don't "buy time during Jeopardy" the way you would "Big Bang Theory" or a regular network show.
You just buy into a market at the general rate and your ads are distributed accordingly.
It's all based on CPM and what your budget is. If you set a higher budget for your ads, you are more likely to show up on higher rated programs.
They don't offer "discounts" on vacated spots. Sometimes, if they don't have enough ads at the general going rate to fill spots at a particular CPM, they will drop down to people who bought into a lower bracket, but that doesn't often happen in California markets.
Its very structured and simple. You can call whatever market you are interested in and ask for a rate sheet.
