A good deal of this can be fixed by requiring public officials those trying to be public officials and their spokespeople and campaigns, to tell the truth to the public. (There is no Free Speech issue here. Explanation upon request.)

Another thing that can be done is a institute a strict legal definition of "news." Anything labeled news should be required to tell the truth (in its proper context) or face fraud charges.
