In the first months of the pandemic, Orange County leaders looked at the frightening coronavirus outbreaks and rising death toll to the north in Los Angeles County and felt their communities were doing pretty well in comparison.

But less than two months later, the conditions have changed dramatically. Over the last week, Orange County as well as two other suburban counties to the east of L.A. Riverside and San Bernardino are reporting worse coronavirus case rates per capita than L.A. County, according to a Times analysis.
The shift is all the more dramatic because Los Angeles County long the epicenter of the coronavirus in California continues to see huge spikes in cases. On Thursday, it reported more than 4,000 new cases, shattering a one-day record. But the new surge in COVID-19 has been particularly painful for suburban counties that were eager to reopen their economies after months of stay-at-home orders and where political battles raged about whether the government should require residents to wear masks in public settings.
The three counties opened many businesses a week before Los Angeles County. And along with the decisions by all three counties to rescind local mask-wearing orders, some experts said that sent an unintended message to some residents that they could go back to old routines.

La question dune reconstruction à lidentique de la flèche de la cathédrale Notre-Dame de Paris, détruite par les flammes en avril 2019, fait débat depuis des mois. Elle oppose les partisans dune reconstruction selon les plans détaillés laissés par larchitecte Viollet-le-Duc, et ceux souhaitant inclure « un geste architectural contemporain », comme évoqué par lexécutif peu de temps après lincendie géant.
Emmanuel Macron est désormais dans les rangs des premiers. Le chef de lEtat a acquis « la conviction » quil faut restaurer la flèche à lidentique, a annoncé lElysée jeudi 9 juillet, après une réunion de la Commission nationale du patrimoine et de larchitecture (CNPA), réunissant élus, experts et architectes du chantier.
« Le président a fait confiance aux experts et préapprouvé dans les grandes lignes le projet présenté par larchitecte en chef (Philippe Villeneuve), qui prévoit de reconstruire la flèche à lidentique », a précisé lElysée.
La nouvelle ministre de la culture, Roselyne Bachelot, avait elle estimé le matin sur France Inter « quun large consensus se dégage dans lopinion publique et [chez] les décideurs puisque, à la fin, ce sera, je pense, le président de la République qui va trancher pour la reconstruction à lidentique ».

Atlanta mayor Keisha Lance Bottoms contracts COVID-19

ATLANTA (AP) -- Atlanta mayor Keisha Lance Bottoms announced Monday that she had tested positive for COVID-19.
The 50-year-old Democrat is among the women named as a potential vice-presidential running mate for presumptive presidential nominee Joe Biden.
"COVID-19 has literally hit home. I have had NO symptoms and have tested positive," Bottoms tweeted.
She told MSNBC that she decided her family members should get tested again because her husband "literally has been sleeping since Thursday." She said the only other symptoms she and her husband have been experienced are those similar to allergies they have.

Italy's Ennio Morricone, Oscar-winning composer for the movies, dies at 91

Ennio Morricone, the Italian composer whose haunting scores to Spaghetti Westerns like "A Fistful of Dollars" and "The Good, the Bad and the Ugly" helped define a cinematic era, has died. He was 91.
Morricone had broken his femur some days ago and died during the night in a clinic in Rome, Italian news agency ANSA said on Monday.
Born in Rome in 1928, Morricone wrote scores for some 400 films but his name was most closely linked with the director Sergio Leone, with whom he worked on the now-classic Spaghetti Westerns as well as "Once Upon a Time in America".

French presidency says PM Edouard Philippe and his government have resigned

Prime Minister Édouard Philippe submitted his resignation and that of his government on Friday and President Emmanuel Macron has accepted, the Élysée Palace said in a statement.
The Élysée said that Philippe would handle government affairs until a new cabinet was named.
A cabinet reshuffle had been widely expected after Macron vowed to chart a new course for the last two years of his term. It comes less than a week after a green wave swept over France in local elections, when Macron saw his young centrist party being defeated in Frances biggest cities and failing to plant local roots across the country, underscoring Macron's troubles with left-leaning voters. The reshuffle is seen as a move designed to bolster the presidents green credentials and win back disillusioned voters ahead of a possible re-election bid.
In French government reshuffles, the prime minister tenders his or her resignation ahead of cabinet appointments but can then be re-appointed to the position.
Questions over Philippe's position have swirled since mid-June, when Macron declared he wanted to "reinvent" his presidency.

Burundi's President Pierre Nkurunziza, aged 55, has died after suffering a cardiac arrest, the government says
A government statement says that he was admitted to hospital on Saturday after feeling unwell.
His condition then improved but on Monday he had a cardiac arrest and efforts to revive him were unsuccessful.
Mr Nkurunziza was due to step down from the presidency in August after 15 years in power.

Joe Biden, like Tim Finnegan, rises from his Irish wake
A few weeks ago I wrote off Joe Biden's chances for the Democratic nomination and suggested the happy warrior of American politics ease into a well-deserved political retirement.
By so doing, I joined a not-so exclusive club led by hundreds of writers who completely wrote him off. He was broke, had just finished fifth in New Hampshire, and a very distant second in Nevada. Let the wake begin.
I had looked at an NBC poll that Sunday morning showing him 20 points or so behind in national polls. He seemed helpless, his cause seemed hopeless. Joe (Finnegan on his mothers side) Biden, of course, did the exact opposite of what the entire media and political world expected and came roaring back in South Carolina and now on Super Tuesday.

Suddenly, there was hope after South Carolina and then there was history on Super Tuesday, as he swept like a mighty wave across the country. In the swirl and whirl of the massive weekend changes, one thing stood out. Joe Biden found his voice.
The halting and stammering debater was replaced by an incisive, deeply personal, and very moving politician who talked about decency and respect and pride in diversity, words you will never hear spoken in this White House.
