101. The status probably changed due to alerts on PMs

Most people don't abuse their PM privileges while on suspension. I don't think that needs to be removed to account for one person. The problem is specific to him.

He can't send PMs while flagged. It also means the admins. need to look at his case and decide if they want him around.
